Meta Ads vs Google Ads: Where Should a Startup Spend Its First Ad Budget?
Every founder eventually asks: "Should I run Instagram ads or Google ads?" The honest answer is that they do different jobs. Choosing the right one first can be the difference between a profitable test and a burned budget.
The one-line difference
- Google Ads captures existing demand. You show up when someone is already searching for what you sell: "website developer in Bangalore", "physiotherapy near me", "homestay near Jog Falls".
- Meta Ads (Instagram + Facebook) creates demand. You interrupt someone's scroll with something they didn't know they wanted, then target them by interest, behaviour, location and lookalikes.
Side-by-side comparison
| Google Search Ads | Meta Ads | |
|---|---|---|
| Intent | High: they're searching | Lower: they're browsing |
| Best for | Services with clear demand, urgent needs, B2B | Visual products, new categories, local awareness, D2C |
| Creative needed | Text ads, a strong landing page | Images, reels and carousels, refreshed often |
| Targeting | Keywords, location, schedule | Interests, demographics, radius, lookalikes, retargeting |
| Typical cost driver | Cost per click (CPC), set by keyword competition | CPM (cost per 1,000 views), set by audience competition |
| Speed to learn | Fast for high-volume keywords | Fast, with algorithm learning on conversions |
What does it cost in India?
Benchmarks vary widely by industry and by who's reporting them. Published 2026 vendor benchmarks put average Indian search CPCs anywhere from around ₹8–25 (OwlClaw) to ₹20–150 (MegaDigital), with categories like real estate, healthcare and education at the top end. In Bangalore, competitive categories routinely sit above average. In Shivamogga, the smaller pool of advertisers often means cheaper clicks for local terms.
Treat any benchmark as a rough guide. Your real numbers come from a small, well-tracked test.
Google itself has no hard minimum; campaigns can run on very small daily budgets (Upgrowth). The practical minimum is enough budget to get meaningful data, usually enough for dozens of clicks a day for search, or enough for Meta to record several conversions a week.
When to start with Google Ads
Choose Google first if:
- People already search for your product or service (check Google Keyword Planner)
- Customers need you now (repairs, healthcare, legal, urgent services)
- You sell B2B services where buyers research on Google
- Your offer is hard to show visually but easy to search for
Startup tip: start with tightly themed exact and phrase match keywords and a solid negative keyword list. Broad match on a small budget usually wastes money on irrelevant searches.
When to start with Meta Ads
Choose Meta first if:
- Your product is visual (food, fashion, décor, beauty, travel)
- You're creating a new category people don't know to search for yet
- You want local awareness around a new store, café or clinic (radius targeting)
- You want WhatsApp conversations (click-to-WhatsApp ads work very well in India)
- You have strong, scroll-stopping reels or creatives
Startup tip: don't just "boost posts". Use Ads Manager with a clear objective (leads, messages or sales) so Meta optimises for outcomes, not likes.
The non-negotiable: set up tracking before you spend
Most wasted ad budget comes from one mistake: running campaigns without conversion tracking. Without it, Google and Meta optimise for clicks, not customers.
Before launching either platform:
- Install GA4 and define key events (form submit, WhatsApp click, call click, booking, purchase)
- Install the Meta Pixel (and ideally the Conversions API) and verify your domain in Meta Business Manager
- Set up Google Ads conversion tracking and link Google Ads to GA4
- Build a dedicated landing page for each campaign. Never send ad traffic to a generic homepage.
- Add UTM parameters to every ad link so you can attribute leads properly
- Use a thank-you page after form submissions, which makes conversion tracking clean and reliable
We set this up as standard in our Meta & Google Ads service.
A simple first-month test plan
| Week | What to do |
|---|---|
| Week 1 | Tracking, landing page, offer. Launch one campaign on your chosen platform with a controlled budget. |
| Week 2 | Cut keywords or audiences with spend but no conversions. Add negative keywords. Test 2–3 new creatives or ad copies. |
| Week 3 | Shift budget toward the best cost per lead. Launch retargeting for site visitors who didn't convert. |
| Week 4 | Review cost per lead, lead quality and follow-up speed. Decide: scale, fix, or test the other platform. |
Don't forget the follow-up. A lead contacted within minutes is far more likely to convert than one contacted the next day. Speed of response is part of your ad performance.
So, which one first?
- Service businesses with search demand (clinics, coaching, agencies, home services): start with Google Search.
- Visual or new-category products, D2C and local launches: start with Meta.
- Most startups, eventually: both. Meta builds awareness and Google captures the searches that awareness creates.
